New York’s pharmacists are on the front lines of patient care — yet outdated laws, inadequate reimbursement, and opaque PBM practices continue to limit what pharmacists can do and threaten the sustainability of community pharmacies across the state. Advocacy is how we change that.

Protecting Patient Access

Every New Yorker deserves access to a local, trusted pharmacy. When reimbursement cuts or unfair PBM practices force pharmacies to reduce services or close, patients lose medication access, clinical care, and support. Advocacy ensures policymakers understand the real-world impact on patient care — and it leads to reforms that keep doors open.

Expanding the Role of Pharmacists

Pharmacists are highly trained healthcare professionals, but outdated statutes prevent them from practicing at the top of their license. Advocacy is how pharmacists gain expanded authority, such as provider status, test-to-treat services, and the ability to fully participate in modern care models like CPESN networks.

Ensuring Fair, Sustainable Reimbursement

Pharmacies cannot survive when they are paid less than the cost of providing care. Legislative efforts like the Patient Access to Pharmacy Act (PAPA), a Medicaid dispensing-fee Cost of Living Adjustment, and a fair NYS Health Insurance Program (NYSHIP) reimbursement floor are critical to stabilizing the profession. Advocacy is how we communicate the urgency and secure lasting change.

Stopping Harmful PBM Practices

Pharmacy Benefit Managers operate with little transparency, yet their decisions dictate drug pricing, reimbursement, DIR fees, and network access. Advocacy shines a light on these practices, drives enforcement, and supports reforms that protect both pharmacies and patients.

Strengthening the Future of Pharmacy

Students, new practitioners, and future pharmacists rely on today’s advocacy efforts to ensure a sustainable profession tomorrow. When we show up, speak out, and stay engaged, we shape a healthcare system where pharmacists can thrive.

Your Voice Makes the Difference

Whether contacting legislators, participating in VoterVoice campaigns, attending Advocacy Day, or sharing your pharmacy’s story, every action helps influence policy. Legislators respond to their constituents — and pharmacists are among the most trusted voices in healthcare.

Advocacy Is a Core Part of PSSNY’s Mission

As the statewide organization representing pharmacists, we work every day to:

Protect the profession
  • Advance clinical opportunities
  • Secure fair reimbursement
  • Support independent and community pharmacies
  • Improve patient care and access

But we cannot do it alone. Advocacy matters because your voice drives meaningful change — for your patients, your profession, and your community.
