2018 Legislative Session Recap  (June 19, 2018):

Legislative Agenda

The New York State Legislative session ended quietly on Wednesday, June 20th. Overall, it was an incredibly successful year for PSSNY’s initiatives.  Grassroots advocacy, lobbying and media coverage were critical to our success.

The following is a brief synopsis of the results of PSSNY’s advocacy this session. More details will follow in the coming weeks. 

Bills that have passed both houses.
Next Step: The bills will be delivered to the Governor for passage or veto on or before 12/31/2018.

  • Interns as immunizers (A2857-D McDonald/S1043-D Funke)
  •  Drug Take Back (S9100 Hannon/A9576-B Gunther)

Bills that have become law. 

PSSNY initiatives introduced by legislators.

  • License and regulate PBMs (A10985 Gottfried/S8934 Rivera) 
  • Strengthen current MAC appeal law (S5623 Hannon/A4717-A Rosenthal)   
  • Remove barriers in NYS Insurance law that still allow mandatory mail order (S1743 Golden/A3119 Joyner)
  • Medication Synchronization in Commercial Insurance (S5196-B Lanza/A4306-B Quart)
  • Medication Synchronization in Medicaid (S5622-A Hannon/A7492-A Gottfried)
  • Make pharmacist-immunizers permanent, add all CDC-approved vaccine for adults (A455 Paulin)
  • Comprehensive Medication Management (A8664-A McDonald/S7682 LaValle)
  • Authorize partial-fills of controlled substance prescriptions at the patient’s request (S8342 Hannon/A10392-A McDonald)
  • Authorize pharmacists to perform CLIA-waived tests (S8960 Griffo)
  • Pharmacy technician registration and/or certification (S5584-B Griffo/A4611-B Englebright)
  • Add hepatitis A and B to the list of vaccines available from pharmacists (A9073-A Gottfried/S321-A Robach) 

PSSNY opposed and defeated the following proposal.

  • Surcharge on the first sale of opiate medications in New York

PSSNY opposed the following legislation.

  • Pharmacies to be opened in substance abuse or behavioral health clinics (S7042-A Ortt/A10092 Gottfried) 

PSSNY testified at the:

  • Joint legislative hearing on the Medicaid and Health Budget
  • Assembly hearing on the Caremark-Aetna merger
  • Senate Task Force on Heroin hearing regarding access to opioid antagonists
  • Assembly Health, Insurance and Substance Abuse Committee hearing on availability of opioid overdose reversal drugs
